I want to know how either of those linear fusions are a 4.6.

That puts them at or above ever sniper and every normal fusion rifle other than Merciless and Main Ingredient. Maybe I'm missing something, but they don't seem useful at all to me. Most other things seem to do more damage in pve. In pvp you need a headshot to get a kill, like a sniper. A sniper doesn't need to charge, though, and can get off a second body shot quicker if you miss the headshot.
