The only university I really know about is the one I went to. It has an annual operating budget of around $500million.

For an entity that size, an endowment of a billion isn’t a huge amount (ftr I think they have about a billion).
Giving to the university was also always a big thing for alumni. When I was there they’d just finished a $40million library funded by a donation, and also had a castle in the UK gifted to them, as well as a couple Rembrandts. This was normal, even expected. All the buildings were named after the people that built them (more or less). They pushed it as a legacy, had for decades.
