I'd read that more charitably. "No one begrudges subsidies for poor people, but when the lion's share of the subsidy goes to the middle class and well

This is true of a lot of subsidies - some goes to the people who need it, but a lot goes to people who could get by without it, or flat out don't need it. eg wealthy people with gold-plated medical insurance plans get the most benefit of the tax exemption of those plans. The revenue foregone by the mortgage interest tax credit is way, way more than the revenue spent on public housing, etc etc
