I think it's an averaging thing. I find I have to keep my production like 20% higher than my average sales, and have a fair bit of unsold stock.

the production is a constant, but the sales are pretty spiky. sometimes you sell way over the average, sometimes way less. if you don't have a good stock of clips, the spikiness can drop your inventory to zero, which makes weird things happen.
also I think the production is a little lower than it says, since your wire stock hits zero for an instant before the automated wire buyer triggers.
