It's really the gate agents job to police. I've seen a few do it, but not many.

On occasion, there are (contract employee) bag size checkers at the security entrance to the AA area for the D gates in LGA Terminal B. But they've been known to force people to check bags for 'not fitting' that have been carried on 100 times before. Enforcement consistency matters, and there is none.
