I'll add another 'but'. It's within the limit and normal to have a carry-on suitcase + a large hand-held bag + (in winter) a big coat and

other winter gear + (maybe) a bag of stuff you bought at the airport after checking in.
People who get on the plane first tend to put all of that stuff in the overhead and none of it under the seat.
