dried herbs take longer than a few minutes in heat and moisture to wake up/bloom....there's some fermentation from the salt (salads often change flvr) -- nm

I remember Alton Brown covering this on one of his shows. Essentially, aromatic compounds keep reacting during refrigeration. -- (edited)
