He'd be an upgrade for about 20 teams.

Teams he's clearly not an upgrade for -- NE / NO / GB
Teams he'd be a tiny downgrade for -- Atlanta (Matt Ryan is the defending MVP) / Seattle
Teams he'd be equals -- Detroit / Chargers/ Carolina / Raiders / Pittsburgh (Ben is about done but more proven) / Dallas / Rams / Eagles
Just about every other team has a young unproven, or flat out non-existent QB to rely on. Even some of those equals are iffy due to regression.
He's basically Phillip Rivers or Matt Stafford.
