"Trump declaring Jerusalem to be Israel's capital" is bad writing/effective clickbait as the location of Israel's capital is a matter for the Israelis.

But other countries can choose whether or not to recognise other countries' ownership of territory (eg East Jerusalem), and if that impacts where the capital is located, can locate their embassies elsewhere.
