it's not uncommon for there to be not much lead time for lengthy legislation ahead of votes. not usually handwritten parts about key aspects, -- (edited)

and not usually having to have a vote delayed multiple times because it's not actually close to being finished.
for past examples, think of when regular folks finally have access and time to read through everything and find pork barrel, deals-were-made, completely unrelated additions.
