I remember the discussions kicking off right after I started here. And "illegal" was not entirely the wrong word.

I don't have time to look it up now (but can do so this weekend if you're interested), but I think the "ban" ended up being a "non-binding resolution." That legislative vehicle is sort of a strongly worded, general agreement, but doesn't carry the full force of law.
