LIR: ty97, that is the archetypal "earmark" and illustrates exactly the criticisms against earmarks that folks were raising at the time.


It is clearly a measure intended to benefit only people in the Senator's home district in line with the Senator's political bent. It is a lot different than earmarks for bridges, hospitals, transportation infrastructure, research facilities, etc.

Personally, I find that earmark utterly noxious.
