They should and do. Regularly. But they will never be perfect. And there will always be people who exploit the system in ways that they will

ultimately get caught for. The point is, what's being sold is that all of government is reflected in those incidents and therefore it needs to be reduced or eliminated or farmed out to private institutions. That is just not true. But a large swath of the public believes it because it gets repeated over and over. It has led us to where we are.
