Let's break it down. II = sequel. Most sequels are bloated, more expensive versions that lose the heart of the original.

Thus, MiFID II is a 2nd version of a reform package that not only seeked to right a wrong, but squashed the wrong under a mountain of bureaucracy, stifled innovative reactions, and generally was less-well received than the original.
