Varies by state, sounds like MI requires a special.

Some states have appointment by Gov, some require specials, some like AL allow an interim appointment (Strange in this case) until appointment
Since the article says the seat will remain open, I'm assuming there is not appointment procedure for MI. But I don't know every state's laws on this, I just know they vary.
