Growing up across from Buffalo, I consider Buffalo to Albany (or there abouts) Western NY and Albany to outside of NYC as "upstate....."

Irv Weinstein, Tom Postals or any of the Buffalo tv guys never refered to Buffalo as "upstate" but Western NY.
I think I just aged myself with that reference.
