It really appeared that Phasma was supposed to be Abrams' version of Boba Fett: a mysterious character in a cool costume that would capture your imagination.

Johnson either decided that she wasn't as cool as Abrams thought or the big bad dance card for part 9 is already too full without having her and Snoke still around. I suspect the Knights of Ren will fill that role.
