The ruling is from 1992 and deals with mail order companies. Basically, SCOTUS told Congress to write some rules around it and Congress said "yeah, we'll get to that"
The world was a different place in 1992. Now software is available to do all that (for the most part).
You also only have one taxing jurisdiction where here, you could have 25 different rates just on one major throughfare as each shopping district has their own sales tax district charging different rates.
