We've substantially changed how our development patterns work in the last half century.

Almost no roads generate enough property taxes to pay for maintenance and upkeep anymore. Not to mention all of the other uses of property tax revenue. Gas tax revenues are falling as cars get more efficient and more electrified.
I'd strongly suggest you check out strong towns for more data on this but assuming that the next 50 years (the lifespan of most highways and bridges) will be like the last is ignoring major shifts in our population.
