it costs me 40 dollars every 2 months just to drive places.....

because I have to have IPass, so I am paying to use the tolls, I am letting them hold essentially 40 dollars of my money to pay for those tolls, and I pay for plate stickers, town stickers, gas tax, I think they have more than enough money to fill the occasional pothole.
