They need the SOTU to pat themselves on the back for the tax bill. It's one thing to take potshots in the media, but for a key speech like SOTU when everyone's watching at the same time, you can't pat yourself on the back and then complain that you can't keep the government open. No way would they have held firm on a shutdown and gone ahead with a SOTU at the same time.
