the general bay area. pre-apps, all the places in question had plenty of people using surface streets to get around accidents and the like - the apps just enhanced it.
Waze, for one, has worked with some areas where there are unquestionable complaints - areas near hospitals and/or areas where increased load in high-accident areas made it harder for for emergency vehicles to get through.
