Are you playing mostly city dynamics, or esthetics

With mods, you can do pretty much everything you can imagine, like place individual streetlight on a pedestrian path inside a park of your making.
I'm more interested in this than the actual dynamics of the city, though I like managing public transit. Also, solving traffic problems is fun, especially with mods, which allow you to modify individual streetlights for timers, directions, etc.
But you're playing console, right? I'm guessing you can't use mods...
