If I'm the Liberals, I'm at least a little concerned about the general acceptance that it was plausibly something he could have said straight.

The fact he proactively came out to make that straight the next morning tells you there was some sensitivities to that end.
(And I'm not 100% confident it was fully intended as a joke. Just 80%.)
