Clarifying since that's not worded well: WWE would want a factor of 100-1,000x as much. The bang for the buck isn't great for Twitch there. Right now, they can broadcast these less heralded promotions for pennies and receive 10k-50k viewers, depending on the event. WWE wouldn't deliver 5M viewers, the needed amount to justify the 100x cost. Even if they did, Twitch couldn't deal with the traffic. A dude with 400k just shut them down the other day.
