We just had this discussion today. My door opens out as do the majority in my school.

My architect friend says that if the capacity of a room is over 50, it HAS to open out. If it is smaller it CAN open in.
Many builders don’t take the time to differentiate and just make them all open out.
Of course, my building was built well before barricading your door was ever a thought.
