Totally agree with killing Best Song (though I would keep Best Score). I would add a category on something like "Most Enduring Film."

Something analogous to Best Picture. Oscar voters would review the Best Picture nominees from 10 or 20 years ago and vote on which one has been the best film over the decade. Maybe the Best Picture winner from 10 years ago gets it again, but it would provide an opportunity for the Academy to correct mistakes that critics cite. For example, we were talking about Crash versus Brokeback Mountain yesterday. And there was the Titanic versus L.A. Confidential brouhaha 20 years ago.
