Thinking about last night I think Kimmel played an interesting psychological trick that could be used by politicians at town halls.

If a host/mc lays the ground rules as "I hope everyone can be on their best behavior and we don't have any contentious speeches tonight" then you're likely to trigger the anti-authority instinct in some people. They'll feel emboldened to be the one to speak up as if everyone else is being stifled.
But if you come out and say "We're fully behind whatever you want to say" then there's kind of a recognition that movement statements would be preaching to the choir. And to add "just be quick about it, and the quickest speech wins a prize" gives everyone a nice little out; they get to ease some tension by joking about the prize, and it also serves as "that's why I'm not speaking on a topic like you might expect me to."
