Yes, he'd worn the suit and presumably had a dose of the herb, but the official passing of the mantle didn't happen until the ceremony.

Black Panther isn't just the guy in the suit, he's the power of the Wakandan people supporting that guy. T'Challa didn't have that, officially, until he fought and beat M'Baku
