There are a few units, but minimal. An Academy, but I've had to keep the workers in the mines/mill to a minimum because the earnings are minus and either going further down, or just not going up. Can't figure out what's wrong. Got a museum, got a tavern. Growth is over 5%. Just a few happy folks under euphoric.
