the fact that this collapsed before it was open to the public
and potentially during a stress test with vehicles driving underneath it
makes it much more likely that the build was at fault.
You would not believe the number of redundancies and conservative estimates included in bridge design these days. You have to almost go out of your way to screw up. Many of them are WAY over-designed.
