They're not going to grow a fan base from people that don't play the game, ever. If they played at all then it might make sense but the only game

they play that's close is rounders and that's only played by girls and women.
There's nothing to build up as there's no interest. It's a waste of time and money when there are places like Australia and Asia that are much more into the sport.
