or not all of it. They'll compete in the sweepstakes for the big ticket players but they place equal value on player development. They trust their scouting operation enough to spot emerging talent which they then develop and if/when it hits they get at a discount.

The enormous payrolls are getting smaller as legacy contracts like Manny's come off the books.

This team ownership is loathe to pay more than they have to.
