Is it in another place? Or at 12, have I maxed out the number of treaties I can make, even though I have an empty spot in one of my museums?

Go to the Diplomacy page and click on the treaty tab to see if you have any outstanding treaties. You may need to cancel some. -- nm - Dano May 18, 11:07 3
