Not sure how you'd implement that, or why it'd make it better though.

Boston's #2 ranking is largely the result of the championship/playoff bonuses. Championships gave huge boosts to cities.
The only methodology question I have is the choice to combine New York/New Jersey, but not Anaheim/LA.
