I think there is a set time (or set times) that they query the hourly forecast of the weather service they use (accuweather?). If things change it isn't always reflected in the game.

They also use certain spots to apparently cover decent sized areas. The weather could be accurate for that area, but not for other places also assigned to get the weather of that area.

I just want to know how to predict when it will be windy.
