A roadmap towards the policy that factors in both economic and political factors. Take the Cdn example on B2....

It suggests that this would effectively be an addition of 14% to the entire federal budget. As I stated, that's doable with political will. So I want to see an approach that gets us there (within reason) before I say plough ahead. Going to be tricky and require some choices on redeployment of current spending/transfers.
