Tax was paid. He did the taxes and told her the amount needed to pay but he forgot to file.

She even emailed him a number of times asking if the taxes were filed.
Responses:
OK, then she's good with the IRS. She might get a letter saying a penalty was waived.

Just show him she paid already. Too many people are too lazy to check their records before sending a bill or the payment never got recorded. -- nm
