ST law types, if you have some case law info on the enclosed subject, I'd be fascinated to hear it.

I'm currently in discussion with a forum enforcement person who is telling me that if a person violates a Code of Conduct and gets an account banned, then creates a new account and continues participating without violating again "there is no harm" in letting that go even as you know it's happening.

Is there any system in which the philosophy of "we ban ID's, not the person who committed the offense" makes sense?

There must be, because this person is being paid to espouse this position. I'm a reasonable person, if there's sound logic behind this I'm open to being convinced.
