Quest Pokemon are level 15, Hatches are Level 20 (as long as you are over those levels). Wild Pokemon max at 30 so you aren't there yet, but getting there! (note wild Pokemon can be up to 35, as long as you are at least 30, with weather boost. Raid Pokemon come at 20, unless weather boosted in which case they come at 25).

Of course, you can power any of these up to 40. But you're getting close to the point where you catch things at their highest possible obtainable CP
