So here's what I figured is happening...

From her subsequent posts, I deduce that she's had a power outage, and is also suffering medical issues.
Utility workers came to her home to try to address the issue and found that the utility box was obstructed by some construct and tried to disassemble it, probably in the way you'd expect utility workers to do (i.e. not very elegantly).
In the meantime, she decided she needed to visit the hospital for her medical issues and after hours of waiting for the power to be restored - because she cannot get her car out of the garage without power and doesn't know about the emergency release - she finally called a cab.
You would think, given her post, that she's heavily medicated. But she's actually in this state quite frequently, so... well, make your own conclusions.
