For an hour or so before the start, all raid eggs of all types disappeared from gyms. Then, at even start, Articuno raids, with 3 hour duration, popped up on top of every* gym (*gyms that have ex-raids scheduled are 'raid locked' so may not have an articuno raid, but appears every other gym does). That means you can go from gym to gym to gym for three hours doing articuno raids.
You can't re-raid the same gym once you beat it presumably, since the raids have three hour clocks and it will register as you already having done that raid.
