I wouldn't either (taxes for the same reason), but if that demographic tipped the election in his favor and he's boosted their economy on paper

I could see it as "this was something that helped him win the first time and despite acting on the issue during his presidency, he still lost reelection"
Bush's successes are much more bipartisan I think. It's harder to go agree on what a "success" is with Trump because I keep imagining the long term consequences. But really this is all about "theoretically he should have handily won reelection because he accomplished [xyz]"
