They could have secretly met with Russia, made plans and deals, but didn't do anything illegal against the United States.
Of course, I'm 99% sure the Trump campaign/Trump himself traded the promise of cooperation and lessened sanctions for Russian money. *That* is illegal, but hard to prove.
