legal context. The argument that a) He didn't do that, but b) even if he did, it's not illegal, is not viewed as any sort of admission. It's just arguing each of the elements of the case. But from a PR perspective it certainly muddies the water. I just think that's part of the plan. Keep lowering the bar and confusing everyone as much as possible.
