Yeah, I had some trouble figuring it out. But I think I pinned it down.

More money in recreational sales that medicinal sales, so sellers switch over. But because local governments can opt out of those recreational sales, those recreational (former medicinal) growers/sellers have vanished. So you have to travel to get your goods.
