I understand why people are laughing at this; he's an idiot. But the larger point -- the a photo ID is necessary for a lot of things -- is true. A

better example than grocery store, obviously, would be to get a library card.

The problematic thing about the photo ID is not merely that people want to make it a requirement to vote, it's that it can be difficult to get and can involve costs (for instance, to get a copy of your birth certificate), which (when required for voting) amounts to a poll tax.
