basically proposed regulation changes that would give way more legal immigrants huge negative points on residence applications.

currently you only get the negative score for (more or less) direct cash assistance. proposed change would apply it to anyone who “uses or receives one or more public benefits.”
the terrible graph is showing is that current policy affects ~3-5% of immigrants or citizens with family members applying, and proposed changes will affect 32-47%.
tldr: they want fewer legal immigrants.
