what do we do with that water if we prevent it from running into the ocean? Feed it into aging dams that are degrading due to lack of infrastructure funding that will fail with the first heavy rain? And where are these flowing rivers in Southern California where many of these fires occur?
Maybe we can set up rainwater catchment barrels every few feet in the foothills?
