the lojack detectors installed. If they're within a certain distance from the car they get a signal and information about the stolen car. They would need to have the lojack detectors installed and turned on to be used. Could be that only the highway patrol has it but that would be ridiculous, like having detectives that aren't on duty before 8 am.
